The European Commission has hailed the final adoption of the revised Regulation governing the trans-European transport network (TEN-T) by the European Parliament and the Council as a pivotal step towards building a sustainable and robust transport infrastructure essential for the internal market. This updated framework places strong emphasis on promoting sustainable transport modes, advancing digitalization, and fostering multimodality across Europe's transport system.
Central to the revised Regulation are ambitious targets aimed at modernizing European transport infrastructure. By 2040, passenger railway lines on the core and extended core network must accommodate speeds of 160 km/h or higher, bolstering efficiency and connectivity. The mandatory deployment of the European Rail Traffic Management System (ERTMS) across the entire TEN-T network aims to enhance rail safety and operational efficiency, with legacy national signalling systems gradually phased out.
In response to the needs of professional drivers, the Regulation mandates the development of safe and secure parking areas along the core and extended core road network, ensuring these facilities are available every 150 km on average by 2040. Moreover, major airports serving more than 12 million passengers annually will be linked by long-distance rail connections, promoting sustainable travel options and reducing reliance on domestic flights.
The Regulation also underscores the expansion and enhancement of freight terminals to accommodate larger trains and support sustainable transport practices. Additionally, it mandates that all 432 major cities along the TEN-T network develop Sustainable Urban Mobility Plans (SUMPs) to promote zero and low-emission mobility solutions. Enhanced governance measures, including specific deadlines for network completion by 2030 (core), 2040 (extended core), and 2050 (comprehensive), aim to ensure efficient implementation and alignment of national transport plans with TEN-T objectives. Overall, these measures are designed to establish a cohesive and resilient transport network across Europe, supporting economic growth, enhancing environmental sustainability, and improving connectivity for all citizens.
