Strengthening Europe’s Rail Backbone: ERA Set for Major Overhaul

The European Union Agency for Railways (ERA) is poised for a significant transformation following a recent evaluation by the European Commission. The assessment highlighted that while ERA has made notable strides in improving rail safety, standardising operations, and boosting interoperability across EU member states, its current resources have lagged behind the agency’s expanding responsibilities. Challenges identified include delays in implementing technical standards, insufficient digital infrastructure support, and limited capacity for overseeing cross-border projects. The review underlines the growing importance of ERA as the EU aims to make rail a more competitive and sustainable mode of transport amid the continent’s climate and mobility targets.
To address these gaps, the European Commission has announced plans to propose a revised ERA regulation by 2026. The reform will focus on strengthening ERA’s mandate to oversee digitalisation efforts, improve cost-efficiency, and better coordinate cross-border rail projects. In particular, the agency is expected to gain enhanced powers in monitoring safety compliance, approving interoperability standards, and facilitating smoother international rail operations. The revision also aims to align ERA’s strategic role with the European Green Deal objectives, supporting the EU’s shift towards sustainable, high-capacity rail networks as an alternative to road and air transport.
The overhaul of ERA is seen as a critical step to ensure Europe’s rail network meets future demands, both in terms of capacity and technological sophistication. By empowering ERA with greater resources and authority, the EU seeks to foster a more resilient, efficient, and integrated rail system across member states. The revision is also expected to encourage private and public investment in cross-border rail infrastructure, enhancing connectivity between key economic regions.
